UN Court ordered Ukraine and Russia to fully comply with “Minsk agreements”

The International Court of Justice obliged Ukraine and Russia to fully comply with all provisions of the agreements reached in Minsk.

As reported by Ukrayisnska Pravda (Ukrainian Truth), corresponding decision was announced by Ronny Abraham, Chairman of the Court, on April 19.

The Court found it necessary to remind that the UN Security Council called on Ukraine and Russia to develop a set of measures to implement the “Minsk agreements”.

“The parties must do everything necessary to implement this package of documents in order to resolve the conflict in the eastern regions of Ukraine by peaceful means”, – announced Abraham.

The UN International Court of Justice refused to implement other measures in Ukraine or Russia to resolve the conflict in Donbas.

The Court also denied Ukraine in approving temporary measures against the Russian Federation under the Convention on the Suppression of Financing of Terrorism.

As noted by Ronny Abraham, Ukraine had to prove that the requested temporary measures could stop causing non-renewable harm, as well as proof of the state-offender’s intentions.

According to the Court, this requirement was not met.

“Ukraine did not comply with the standards of evidence base to prove the intentionality of transfer of funds (to the “L/DPR” parties”, – he said.

As a reminder, the International Court of Justice agreed to introduce measures on the suit “Ukraine vs. Russia” for the protection of national minorities in the Crimea. Among other things, the Court ordered the Russian Federation to refrain from maintaining or imposing limitations on the ability of the Crimean Tatar community to conserve its representative institutions, including the Mejlis, and to ensure the availability of education in the Ukrainian language. The Court also imposed an obligation on both parties to avoid violations of the Convention on the Prevention of All Forms of Racial Discrimination.

As a reminder, on March 6, court hearings on Ukraine’s lawsuit against the Russian Federation began at the United Nations International Court in The Hague.

The process concerns Russia’s violations of the UN Convention on the Suppression of Financing of Terrorism on the Elimination of All Forms of Racial Discrimination. Ukraine submitted the materials to the court on January 16, 2017.

Ukraine petitioned to apply measures of restraint to Russia while the case is considered. This should help with protecting people in the Crimea and the Donbass from deterioration of the situation.
