Zelenskyy says Ukraine again received no warning before Russian ballistic strike on Kyiv that killed one, injured 24, including a child
Russian forces launched a ballistic missile attack on Kyiv on the evening of 13 October 2026, hitting the Darnytsia Combined Heat and Power Plant (CHPP-4) and a residential building. President Volodymyr Zelenskyy stated on X that Ukraine once again received no warning of the attack from its partners.

The President said that the main target was energy infrastructure, specifically CHPP-4.
“Unfortunately, it was hit. A residential building was also damaged, and rescuers are currently putting out a fire there. Our systems detected these missiles only when they were already virtually on approach to Kyiv. CHPP-4 is one of Kyiv’s key energy facilities,” Zelenskyy said.
According to intelligence reports, Russian forces are preparing further ballistic missile launches.
“The facts show that the Russians do not consider themselves bound by what the president of the United States [Donald Trump] said. Ukraine supported an energy ceasefire. Russia is targeting yet another power plant and the lives of our people, and this is absolutely unjust: they are destroying our energy infrastructure, and Ukraine is not even receiving early warnings about ballistic missile launches. It is important that the world does not stay silent about this. It is important that the United States really see what is happening and who is responsible for this war continuing,” the Ukrainian president stated.
Kyiv Mayor Vitali Klitschko and the State Emergency Service of Ukraine reported on social media that the body of a person killed has been found in a residential building in Kyiv hit by Russians. The number of injured has risen to 24.
“There are already 13 injured in the building in the Desnianskyi District. Medics have hospitalised 10 of the wounded. Four of the injured are in serious condition. One person has died,” Klitschko said.

Klitschko previously reported that residents were being evacuated from the upper floors of the building due to a fire.
To provide background, over the week leading up to 11 October, Russian forces used about 1,450 guided aerial bombs, 75 missiles of various types and over 1,640 attack drones against Ukraine, according to Ukrainian President Volodymyr Zelenskyy. About 60% of the drones were jet-powered.
US president Donald Trump has not secured an end to Russia’s war within 24 hours of taking office, as he had promised. Furthermore, numerous Ukrainian and international experts point out that the U.S., as a guarantor state under the Budapest Memorandum, is pressuring Kyiv into capitulation.

US President Donald Trump said he has reached an agreement with Kremlin leader Vladimir Putin to supply Russian diesel fuel to the United States and global markets. Trump agreed with Putin to immediately supply more than 300,000 tons of diesel, another 500,000 in November, and a further 1 million tons thereafter. Trump added that a further 3 million will be delivered within a short period of time based on the condition of Russian diesel refineries.
In a related move, the US Treasury Department announced a partial lifting of sanctions on Russian diesel through April 2027.
