19 out of 20 bedridden residents of Horlivka residential care facility already die – Ombudsperson

Twenty bedridden residents of Horlivka residential care facility for people with disabilities were not evacuated and 19 of them already died.

This was stated by Ukrainian Parliament Commissioner for Human Rights Valeria Lutkovska during the session of the Parliamentary Assembly of the Council of Europe (PACE), the press service of the Ombudsperson reports.

According to her, almost all residents of 18 territorial social service centers in the territory of the so-called “DPR” were settled in the communities and villages. The situation of these people is critical. It is not known who take care of them as most of them have no family.

There is also a problem with the movement of people, who stay in the places of deprivation of liberty, to the government-controlled territory.

If to speak about the situation in which these people are, as far as we know, the situation is very difficult, because there is no regular centralized support. The main burden to provide these institutions with all the necessary have been taken by the humanitarian organizations – international and local – which provide food there. The medicines are provided by our non-governmental organizations, the Doctors Without Borders and the Red Cross. However, food and medicine are not enough. People are exposed to grave danger,” Lutkovska said.

As of now, only 173 criminal cases and proceedings were transferred, 49 prisoners from the uncontrolled territory were moved.
