Meanwhile, in his evening address, President of Ukraine Volodymyr Zelenskyy stressed that only significant financial losses could force Russia to consider ending the war, adding that any income generated from higher global oil prices would be directed toward military efforts.
“At present, the oil market and global markets are in a fragile state due to the unresolved situation around Iran. Oil-producing countries, including Russia, may now earn more. Everything Russia earns from elevated oil prices will be spent on this war,” Zelenskyy said.
He added that Ukrainian drones and missiles are constraining Russia’s ability to benefit from increased oil revenues and thanked Ukrainian forces for their precision.
Zelenskyy also said he had discussed deep strike capabilities with the commander-in-chief and the chief of the general staff, and expressed gratitude to international partners for applying pressure through sanctions, restrictions on advanced technology exports, and efforts to curb Russia’s tanker operations.
He reiterated that limiting Russia’s oil exports remains essential and said Ukraine would be prepared to halt strikes on Russian energy infrastructure if Moscow agreed to do the same. According to him, this proposal has been conveyed to Russia through the United States.
Zelenskyy said Ukraine is currently working with the U.S. on documents related to security guarantees, describing them as key to achieving lasting peace and ending the war.
