Government conceals Action Plan on Human Rights Strategy

The Cabinet of Ministers of Ukraine has not yet unveiled the draft Action Plan on the National Human Rights Strategy implementation.

This is stated in the address of the Ukrainian Parliament Commissioner for Human Rights Valeria Lutkovska and the Ukrainian Helsinki Human Rights Union to Prime Minister of Ukraine Arseniy Yatsenyuk.

The Cabinet of Ministers should develop and approve the Action Plan on the National Human Rights Strategy implementation until 2020 during three months.

The Cabinet of Ministers of Ukraine has not published the text of the said order of the government for 23 days already.

One of the basic principles of the Strategy is openness and transparency of implementation of its provisions to involve all the parties concerned in its implementation and monitoring. That is why both the National Strategy and the draft Action Plan were developed with the active participation of the NGOs and independent experts,” Valeria Lutkovska reminded Prime Minister Arseniy Yatsenyuk.

Classifying the process of elaboration of the text of the Action Plan unilaterally poses a threat of distorting the balanced text and introducing significant changes, the Ombudsperson said.

She asks the Prime Minister to prevent substantial changes to the draft Action Plan and publish the approved Plan as soon as possible.
