Justice Ministry prepares draft law on convicts on occupied territories

The Justice Ministry of Ukraine has prepared a draft law that will regulate the legal status of convicts, serving sentences on the temporarily occupied territories.

Deputy Justice Minister Serhiy Petukhov posted this on Facebook.

The draft law on the determination of the legal status of convicts serving sentences on the temporarily occupied territory or the territory of the settlements, where the public authorities temporarily do not exercise their powers, as well as on the territory located on the conflict line is submitted for the public discussion, as stated on the website of the State Penitentiary Service of Ukraine.

According to the explanatory memorandum, the law is aimed to ensure compliance with the rules of criminal procedure legislation, in terms of compulsory enforcement of court rulings, which entered into force on the entire territory of Ukraine, to provide legal consequences of conviction under the Criminal Code of Ukraine and to assist convicts, serving their sentences on the temporarily occupied territory and the territory located on the conflict line, in the restoration of their constitutional rights, freedoms and legitimate interests.

The Constitution of Ukraine, the Criminal Code, the Code of Criminal Procedure and the Penal Execution Code of Ukraine are the main legislative acts in the field of legal regulation.

Adoption of the law does not require additional expenses from the state budget.

The draft law requires public discussion.
