The militants blocked the deal to exchange seriously wounded Volodymyr Zh.

The operation to free the men with ablated legs had to be held three weeks ago but was disrupted, President’s commissioner for peaceful settlement of the situation in Donbas Iryna Herashchenko posted on Facebook.

The militants have blocked the deal and released the video showing tortured to death man on their ‘TV channels’… We told about this story and other examples of abuse and torture at the meeting of the [Trilateral Contact Group] subgroup for humanitarian issues, and at the meeting with the OSCE and the ICRC earlier,” she wrote.

She also noted that the Red Cross mission had failed to visit the places of detention of hostages in the “DPR” and the Russian Federation.

According to her, the Ukraine’s Security Service now has the list of 140 Ukrainian captives (servicemen and civilians), held in the territory of “DPR” and “LPR”, but the exact whereabouts of about 50 people are only known.

At least half of 50 captives are ill and have grave psychological state, complicated diagnoses, women and civilians are among them,” Herashchenko said.

As the President’s commissioner noted, the illegal armed groups continue demanding to pardon them and dismiss charges in exchange for the captives.

As reported, the “LPR” militants’ released the video showing a tortured man confessing to sabotage.
