Ukraine to increase assistance for persons with disabilities since childhood by 2.4 times in 2027

The 2027 draft state budget, submitted by the Ukrainian government to parliament, allocates 23.3 billion hryvnias to support children with disabilities and their social integration, the press service of the Ministry of Social Policy reported. Assistance for people with disabilities since childhood will increase by 2.4 times, to 29.6 billion hryvnias.

In the 2027 draft state budget, social sector expenditures increased to 540.3 billion hryvnias, up 72.6 billion hryvnias from 2026.

Support for people with disabilities will be strengthened next year. Some 29.6 billion hryvnias will be allocated for state assistance to persons with disabilities since childhood. The provision of assistive rehabilitation devices and high-functioning prostheses for them will receive 11.5 billion hryvnias. Almost 1 billion hryvnias is allocated for residential care and supported living, in particular, for older internally displaced persons (IDPs) and people with disabilities.

For state social assistance to children with disabilities, 22.4 billion hryvnias are allocated, and almost another 1 billion hryvnias – for social services: early intervention, comprehensive development and care, rehabilitation, and accompaniment during inclusive education.

To provide background, on 15 September 2026, the President of Ukraine signed Law No. 14191 on comprehensive support for children with disabilities, persons with disabilities since childhood and their families. The minimum payment will be 8,000 hryvnias. Social services funded by the state will also be introduced.

Earlier, Ihor Bevkh, an expert at the League of the Strong, explained that the adoption of the law enshrines the state funding of social services. This will give territorial communities the opportunity not only to introduce the service but also to hire the necessary specialists.
