According to the military, the strike occurred during another evacuation of civilians from the outskirts of the town.

The Joint Forces Task Force said that over the past few weeks, Russian forces had conducted several such “evacuations” from Kupiansk.

According to the Ukrainian side, Russian forces previously used civilians as human shields to cover the withdrawal of some of their troops.

The task force said it had been tracking and reporting such incidents. The military described the current direct strike on the civilian convoy as a new instance of Russia violating the laws of war.

In September that year, Russian forces may have used civilians as human shields in Kharkiv Oblast. The incident was recorded by reconnaissance drones on 27 September. ZMINA reported that a video posted by Ukrainian soldiers showed nine people, including children, elderly people and at least one person on crutches.
