Ukrainian Parliament Commissioner for Human Rights Valeria Lutkovska asked the Russian Ombudsperson to assist in access to the Ukrainians in the places of detention in Russia.

As the Commissioner’s website reports, Valeria Lutkovska visited Russians Aleksandr Aleksandrov and Yevgeniy Yerofeyev  (officers of the Russian Defense Ministry’s Main Intelligence Directorate), detained in town of Shchastia, Luhansk region, at the remand prison on August 17 within the framework of the activities of the National Preventive Mechanism.

They had the confidential conversation. The representatives of the institution were not present during the talk. The detainees did not express any complaints about conditions of detention, medical services, or attitude of staff. One of the detainees expressed complaint about excessive media attention and wished to restrict this communication. This request was met by the administration.

The detainees informed the Ombudsperson they had a meeting with the consul of the Russian Federation in Ukraine during their stay in the remand prison. They also noted that the right to protection was provided in full to them and they could communicate with their families and friends through the lawyers.

There are TV sets in both cells, and detainees can watch entertainment and news programs. When asked whether they understand the contents of programs, one of the detainees said he was enough fluent in Ukrainian already.

The detainees asked Valeria Lutkovska to deliver a request to the Russian Ombudsperson to pay more attention to Ukrainian citizens, deprived of liberty in Russia.

As a reminder, Russian Ombudsperson Ella Pamfilova sent Valeria Lutkovska a formal letter asking her to visit Russian citizens Aleksandr Aleksandrov and Yevgeniy Yerofeyev, transferred from the Central Military Hospital to the remand prison. In turn, Valeria Lutkovska requested Ella Pamfilova to personally visit the Ukrainian citizens in the places of detention in Russia, namely Mykola Karpiuk and journalist Stanislav Klykh. In addition, the Ukrainian Ombudsperson once again asks Ella Pamfilova to assist in ensuring access of the Ukrainian consuls to the Ukrainians in places of detention.

As reported, the servicemen of the Ukrainian 92nd separate mechanized brigade detained officers of the Russian Defense Ministry’s Main Intelligence Directorate Captain Yevgeniy Yerofeyev and Sergeant Aleksandr Aleksandrov during the military clashes near town of Shchastia (23km north of Luhansk) on May 16.
