Over 82% of Ukrainians support continuing the fight against Russian occupiers, even without U.S. support
In total, 82% of Ukrainians believe that Ukraine should continue the fight, even if the United States of America ceases all support to the country, according to the results of a survey conducted by the Kyiv International Institute of Sociology (KIIS) from March 12-25, 2025.

Sociologists indicate that there is a clear consensus among Ukrainians that Ukraine must continue the fight regardless – 82%. Only 8% of respondents said that in such circumstances, they would be more inclined to accept capitulation.
“In all regions, the absolute majority – from 78% in the East to 83% in the West – believe that despite everything, Ukraine must continue to resist and not surrender,” the KIIS report states.

In early March 2025, Ukraine’s largest partner, the United States, suspended military support. Although it was later restored, sociologists still asked Ukrainians how Ukraine should best proceed if the U.S. definitively ceases to support Ukraine.
KIIS sociologists conducted this research from March 12-22, 2025, using telephone interviews based on a random sample of mobile phone numbers. They surveyed 1,326 respondents aged 18 and older who, at the time of the survey, resided in the territory controlled by the Ukrainian government.
Formally, under normal circumstances, the statistical error of such a sample did not exceed 3.5% for indicators close to 50%; 3.1% for indicators close to 25%; 2.1% for indicators close to 10%; 1.6% for indicators close to 5%. Under conditions of war, in addition to the indicated formal error, a certain systematic deviation is added.
A sociological survey by the Razumkov Center, conducted from February 28 to March 6, showed that 74% of Ukrainians believe that Ukraine can win the war against Russia. At the same time, 30% of them would consider victory only the complete expulsion of the occupiers from the country’s territory, including Crimea and Eastern Ukraine.
The number of those who believe in victory, compared to September 2024, has fallen by nine percentage points and compared to August 2022, it has fallen by 17.5 percentage points.
For 17%, victory will be destroying the Russian army and promoting an uprising or collapse within Russia.
For 22%, victory is the restoration of the status quo as of February 23, 2022.
For 11%, victory is the expulsion of Russian troops from all of Ukraine except for temporarily occupied Crimea.
For 10%, the cessation of the war will be victory, even if the Russian army remains in the territories that were captured as a result of the full-scale invasion after February 24, 2022.
