Ukrainian Justice Ministry wants to oblige NGOs to pay more
The Justice Ministry of Ukraine has submitted to the Verkhovna Rada a bill that would oblige the non-profit organizations to make additional financial costs.
The Human Rights Information Centre learnt this from Oleksandr Ravchev, PR manager of the Citizens in Action project, which oversees legislation on NGPs, primarily, in the issues of registration.
This refers to the bill No. 5067 on amendments to some legislative acts regarding implementation of European standards for the protection of property rights and economic interests of citizens and investors, which has to defend legal entities from raiding.
“Raiding of law firms is commonplace in Ukraine. Therefore, the Justice Ministry has decided to prepare the amendments so that the chairpersons could be changed only under notarization of documents and signature,” Ravchev said and added that the responsibility for the bill rested with Deputy Justice Minister Pavlo Moroz.
The public activists were included in the process of developing a document and submitted their recommendations, in particular, they pointed out that NGOs do not fall into that category of legal persons.
According to the Citizens in Action representative, the Justice Ministry showed negligent attitude to the registration of non-governmental organizations.
According to him, there is political will for adoption of this bill, because the problem of raiding really exists. The expert suggest two options – to withdraw the bill, amend and re-register it, or to pass it and then to finalize it prior to the second reading.
