The permit system operating in the area of the ATO limits the ability of residents to flee the conflict zone. There are also problems with obtaining humanitarian aid.

Ukrayinska Pravdareports that the deputy chief of the OSCE Special Monitoring Mission in Ukraine, Alexander Hug, stated this during a press conference in Kyiv.

“The permit system limits people’s ability to flee the conflict zone,” he said.

He noted that the system is significantly burdened by the requirements for obtaining permits and therefore applicants experience considerable difficulties in obtaining documents.

“People have to spend many hours waiting to apply for the permit,” said Hug.

According to his colleague, the head of the Human Rights Commission, some people have to wait about 50 days for a permit.

The OSCE representatives added that civilians suffer problems obtaining humanitarian assistance.

Earlier, the Ukrainian Commissioner for Human Rights, Valeriya Lutkovska, claimed that, because of the need to obtain permits to cross the demarcation line, people are exposed to mortal danger. She proposed opening a center in the territory currently controlled by the Ukrainian government where people can stay for a few days in anticipation of receiving a permit.
