Parliament Sets Timeline for Inspections of Humanitarian Aid

The Verkhovna Rada has adopted, without alterations, a bill which allows for a maximum of seven days for the registration of documents for the inspection and passage of humanitarian aid.

According to Interfax – Ukraine, the Verkhovna Rada of Ukraine intends to prevent delays in the inspection of humanitarian aid.

In today’s session of Parliament, 258 deputies voted in favor of the bill to amend Art. 9 of the Law of Ukraine on humanitarian aid, with aims to prevent delays in carrying out sanitary, veterinary, phytosanitary, radiological, and ecological inspections of humanitarian aid (№1509). They did so without any amendments or alterations to the draft.

The bill establishes that the organization which is delivering the humanitarian relief, shall, within a maximum of one day, send a message regarding their goods to the relevant authorities. After that, the authorities must draw up the documents for free within a maximum of seven days.

The bill also calls upon the Cabinet of Ministers to develop and approve a simplified procedure for monitoring humanitarian assistance.

Previously, the Office of the UN High Commissioner for Human Rights estimated that the number of victims of the conflict in eastern Ukraine has exceeded 6,000 people. About 5 million people are in need of humanitarian assistance.
