Government plans to legalize same-sex civil partnership

The Government of Ukraine plans to elaborate a bill “on legalization of a registered civil partnership for opposite-sex and same-sex couples.”

This is stated in the order, published on the website of the Cabinet, BBC Ukraine reports.

November 2015, the Government approved the Action Plan on the Implementation of the Human Rights National Strategy till 2020.

The action plan, in particular, provides for preventing and combating discrimination.

It says that legalization shall concern “a registered civil partnership of the opposite-sex and same-sex couples with regard to property and non-property rights.”

In particular, this refers to “ownership and inheritance of property, support of one partner by another in case of incapability, constitutional right of not bearing witness against partner.”

The bill is planned to be elaborated in the second quarter of 2017.

The Government also plans to remove discriminatory restrictions on adoption of children “in particular, by HIV-positive people, people with disabilities and transgender people.”
