Russian drone strikes kill man in Kharkiv, woman in Dnipropetrovsk

Russian drone attacks killed a man in Kharkiv Oblast and a woman in Dnipropetrovsk Oblast on September 28, 2025, according to Oleh Syniehubov, head of the Kharkiv Oblast Military Administration, and Serhii Lysak, head of the Dnipropetrovsk Oblast Military Administration. 

“In the Derhachi hromadaі , Russian forces attacked a civilian car traveling along the road to the village of Prudianka. The Russian strike killed a 44-year-old man. A 41-year-old woman sustained injuries, and a 14-year-old girl suffered acute stress. Medics took the casualties to a hospital for medical care,” Syniehubov said. 

“Russia attacked the Synelnykove District twice. They targeted the Pokrovske and Mezhova hromadas with FPV drones. A woman was killed in the latter,” Lysak reported.

 

Moreover, the National Police of Ukraine reported that the Russian military killed a senior detective of the criminal police sector at Police Department No. 2 (Korabelnyi District) of the Kherson District Police Administration. 

“Valerii Toharenko was on duty at a checkpoint with his colleagues when they came under intense fire from Russian forces. One of the strikes killed the police officer,” the statement reads.

Police reported that Toharenko was born in Kherson. He began his service in law enforcement in August 2002 as a cadet at the Kherson Law Institute. He dedicated over 20 years to fighting crime and protecting public order and the safety of residents of Kherson Oblast.

Previously, ZMINA reported that a “massive attack” by Russia against Kyiv killed at least four people, including a 12-year-old girl, and injured at least 27 others on September 28, 2025.
