Russia kills two civilians in Sumy Oblast, including 62-year-old cyclist, as 25 settlements in the region come under fire

Russian forces killed two civilians in Sumy oblast on December 14, 2025 – a 62-year-old man riding his bicycle in the Velyka Pysarivka “hromada,” a local government area that includes one or more nearby settlements, and an 80-year-old woman, according to the Sumy Oblast Prosecutor’s Office.

A 62-year-old civilian man was killed in a targeted Russian drone attack while riding his bicycle in the Sumy Oblast, 

The prosecutors specified that the attack occurred around 1:10 p.m. on December 14, 2025.

“Unfortunately, a civilian resident of the Velyka Pysarivka hromada has been killed due to a targeted enemy strike. The 62-year-old man was riding his bicycle when he was attacked by an enemy drone. He sustained critical injuries. It was impossible to provide assistance promptly because of the Russian drone activity in this area – the man died at the scene,” Oleh Hryhorov, head of Sumy Oblast military administration.

In the morning on December 14, the Sumy Oblast Police reported that twenty-five settlements in Sumy Oblast came under fire from Russian forces over the past day, killing one woman.

Police said an 80-year-old woman was killed in a Russian attack in the Seredyna-Buda hromada, where two houses were also damaged. An apartment building was damaged in the Sumy hromada.

On the evening of Dec. 13, a Russian drone struck an apartment building in the city of Sumy, damaging more than 100 windows. Early reports indicated no one was injured.

Previously, the Office of the UN High Commissioner for Human Rights stated that the conditions in frontline areas in Ukraine continued to deteriorate. Short-range drones, aerial bombs, and other explosive weapons killed and injured civilians and destroyed housing and other critical civilian infrastructure.

In some frontline cities, medical and other essential services collapsed, catalysing increased displacement. Continued hostilities strained services for displaced persons and disrupted education across the country.
