Russian forces launch an aircraft and artillery attack on the city of Kherson on the morning of April 16, 2025, according to the Kherson Oblast Military Administration, the Kherson Oblast Prosecutor’s Office, Oleksandr Prokudin, Head of the Kherson Oblast Military Administration, and Roman Mrochko, Head of the Kherson City Military Administration. The strike hit a residential area. Early reports indicate that the attack killed a man and injured five people.

The Kherson Oblast Military Administration also reported that the airstrike injured a 61-year-old man, while medical personnel hospitalized a 70-year-old woman with injuries caused by the artillery bombardment.

As of 08:20 am, Prokudin stated that Russians continued to fire on the Tavriiskyi district of Kherson with multiple-launch rocket systems.

At 09:24 am, the Kherson Oblast Military Administration reported another casualty: a 24-year-old woman who arrived at hospital with blast trauma and a concussion.

At 11:32 am, Roman Mrochko, Head of the Kherson City Military Administration, reported that three additional residents sought medical assistance following the bombardment of the city’s Tsentralnyi district.

“Two women aged 24 and 56 went to hospital on their own. Both suffered mine-blast injuries. The older woman also suffered ligament damage to her joint. Police officers transported a 70-year-old man to hospital. He sustained a mine-blast injury and a fracture of his left arm,” Mrochko said.

On April 16, Serhii Lysak, Head of the Dnipropetrovsk Oblast Military Administration, reported that a 23-year-old man who had been critically injured in the Russian missile strike on Kryvyy Rih on April 4 has died in hospital, raising the death toll from the attack to 21.

Earlier, Reuters’ investigation, conducted in cooperation with the Open Source Centre (OSC), a UK-based non-profit producing open-source research on global security threats, revealed that over the past twenty months, North Korea has supplied Russia with at least four million artillery shells, which are being extensively used in the war against Ukraine. The deliveries have been taking place on a large and systematic scale via sea and rail routes, significantly boosting Russian military capabilities.

Meanwhile, European Commission officials have rejected the idea of including a ban on imports of Russian liquefied natural gas (LNG) in the sanctions against Russia. According to Reuters sources, the European Commission decided not to insist on sanctions against Russian LNG due to the resistance of some governments and uncertainty regarding alternative gas sources.
