Foreign Minister Andrii Sybiha stated on X that during the massive attack on the night of November 8, 2025, Russia struck substations that provide electricity to the Khmelnytskyi and Rivne nuclear power plants. He called for the urgent convocation of the IAEA Board of Governors.

Two large industrial reactor buildings with blue facades and red-and-white striped smokestacks stand behind large diameter pipelines in the foreground, with green grass and industrial infrastructure visible at what appears to be a nuclear power facility. The buildings are labeled as units and feature modern glass-fronted designs with industrial equipment visible between them. Khmelnytskyi Nuclear Power Plant (NPP) currently has two operational reactors

Sybiha reported that the Russian military shelled the substations again that supply electricity to the Khmelnytskyi and Rivne Nuclear Power Plants

“These were not accidental but well-planned strikes. Russia is deliberately endangering nuclear safety in Europe. We call for an urgent meeting of the IAEA Board of Governors to respond to these unacceptable risks,” he stated.

Sybiha also urged all nations that value nuclear safety, particularly China and India, to demand Russia cease the reckless attacks on nuclear energy that could lead to catastrophic consequences.

“Global pressure is necessary to force Moscow to stop nuclear blackmail,” the minister emphasized.

The International Atomic Energy Agency (IAEA) previously reported on October 31 that Russians attacked key substations ensuring the function of Ukrainian-controlled NPPs, which led to a reduction of power unit capacity at at least one station.
