Human Rights Advocates Advise on How to Implement ECHR

On its official website, the Ukrainian Helsinki Human Rights Union (UHHRU) has posted recommendations to the government which will make it possible to implement the decisions of the European Court of Human Rights (ECHR) in Ukraine.

The recommendations are as follows:

– Include medical services currently under the Ministry of Internal Affairs and the State Penitentiary Service of Ukraine into the general system of the Ministry of Health;

– Conduct regular trainings for the personnel of places of limited mobility in order to prevent similar violations in the future;

– Provide medical units in places of limited mobility with necessary medications;

– Strengthen the institutional control of proper registration of criminal offenses reported in the Unified State Register of pre-trial investigations;

– Amend the regulations, which were adopted by Order of the Ministry of the Interior number 141, which govern the background checks for police officers before they may be issued a firearm, along with the follow up inspections;

– Make a decision at the highest level (the Prosecutor General of Ukraine, Interior Minister, and the Head of the State Penitentiary Service) regarding the fight against corruption and any excessive use of force by law enforcement;

– Establish effective mechanisms of public control over the activities of law enforcement agencies;

– Abandon the current quantitative indicators in the investigation of crimes and criminal cases;

– Review the national standards of maintenance and transportation of persons in places of limited mobility and bring them into line with international standards.
