Moscow escalates attacks during Switzerland peace discussions: Russian overnight strike on Dnipro injured 15, including child
According to Vladyslav Haivanenko, head of the Oblast Military Administration, the Russian army struck Dnipro and the region with drones on the night of November 23, wounding at least 15 people.

“Three people remain hospitalized,” the report stated. “These are women aged 52 and 64, and a 48-year-old man. One of the patients has smoke inhalation poisoning. The others have head injuries and lacerations. They are in moderate condition. The rest of the injured, including an 11-year-old girl, will recover at home”.
Haivanenko added that the attack caused fires on the balconies of a nine-story apartment building and an addition to a private house. Six cars were also damaged.

Two people were wounded, and three houses caught fire. Infrastructure and garages were damaged in the Pavlohrad District.
In addition, Russians struck the Nikopol area with FPV drones and heavy artillery. A 41-year-old woman and two boys aged 14 and 16 were injured. The infrastructure and a gas station were damaged.
The regional head of Ukraine’s southern Zaporizhzhia region reported that 894 Russian strikes damaged buildings and infrastructure in the past 24 hours.
Over the past day, the Russian army launched more than 60 strikes on the Nikopol District. The shelling killed one woman and wounded five people, three of whom were hospitalized in moderate condition.
Ukrainian President Volodymyr Zelenskyy stated in parallel with the diplomatic track of talks in Geneva on November 23 that it is most important to do everything to strengthen our defense” against “vile Russian attacks. Meanwhile, after U.S. President Donald Trump proposed a 28-point plan to end the war, which Russian ruler Vladimir Putin said could form the basis of an agreement, Ukrainian and U.S. delegations are meeting in Switzerland. Donald Trump accuses Ukraine of having “zero gratitude” over US efforts to end the war.
The draft US-Russia peace plan has been widely leaked in American media. Media reports suggested that the plan legitimize Russian violations of Ukraine’s territorial integrity and internal interference. The reports also suggest that this plan was drafted without Ukraine, despite numerous calls to adhere to the principle “nothing about Ukraine without Ukraine.”

Previously, three U.S. senators said they were told by Secretary of State Marco Rubio that the 28-point peace plan for Ukraine is not an American proposal. Rubio said it was a Russian plan, leaked by the Russian side, and the Ukrainians would be able to respond to it and negotiate. BBC News pointed out that this contradicts the White House’s position, which stated this week that the plan was endorsed by President Donald Trump, having been drawn up by his officials.
Earlier, Ukrainian President Zelenskyy stated that his country faces “one of the most difficult moments in our history”.
In a joint statement issued at the G20 summit in South Africa on Saturday, Ukraine’s allies publicly pushed back against the plan. They voiced concern that it “would leave Ukraine vulnerable to attack” and would “require additional work”.
