Residents of psycho-neurological residential facilities in Zakarpattia region are kept behind bars

The residents are forced to work at farm. There are bars on windows, broken beds, dirty mattresses and sheets in the rooms, where the residents are isolated.

As the Ukrainian Parliament Commissioner for Human Rights website reports, this was found out by staff of the department for the National Preventive Mechanism implementation of the Secretariat of the Commissioner together with regional public relations coordinator in Zakarpattia region Oleh Hryhoriev during the monitoring visit to the Turia-Remetovsky psycho-neurological residential facilities for men in Zakarpattia region.

The monitors recorded a number of serious violations: eight residents constantly live in a house on the territory of the subsidiary farming in Turia Remety village. They take care of 20 heads of cattle and 19 pigs since 5 a.m., work in the field, and do not live in the residential facility. Such a long and hard work cannot be considered the occupational therapy.

The majority of residents in the department for bedridden patients were ill kept, lay on old torn mattresses. The persistent unpleasant odor and tobacco smoke was felt in the rooms because almost all men smoked inside. One resident was in a diaper, but was lying under the wet blanket, and a puddle of urine was on the floor beside him.

In addition, two rooms were discovered in the department where the institution employees kept the excited patients isolated. There were bars on the windows, broken beds, black dirt mattresses and sheets, as well as huge depressive iron doors with bars and a window for food in those rooms.

Only the rooms where the residents, who can take care of themselves, live are being repaired.

The Office of the Commissioner for Human Rights will prepare the response acts over these and other violations and problems.
