Background

Conflict in eastern part of Ukraine has affected around 5.2 million people. With the violence and insecurity intensifying in the conflict areas, many Ukrainians were forced to flee their homes and most of the internally displaced people (IDPs) from Eastern Ukraine were located within Donetsk, Luhansk, Kharkiv, Dnipropetrovsk and Zaporizhzhia regions. IDPs, the majority of whom are women, children and disabled, remain the most vulnerable to discrimination, violence and abuse. In January 2015, UNFPA commissioned in-depth Needs Assessment in 16 oblasts of Ukraine to provide accurate information on the situation of women IDPs and older women, which confirmed that IDPs face various forms of violence including threat with weapon, psychological violence, sexual violence, intimidation and domestic violence. With the deterioration of the humanitarian situation, the incidents of GBV and domestic violence prevalence rates have increased and remain a major concern. The Humanitarian Response Project is addressing humanitarian needs of most vulnerable woman and female adolescents affected by armed conflict in Eastern Ukraine through strengthening of the multi-sectorial coordination, protection and prevention systems and enhancing access to legal, health and social-psychological care services for survivors of GBV.

Rationale

UNFPA implements Humanitarian project since November 2015, helping GBV survivors in the east. For this period of time the Agency has been addressed with that 12000 requests for psycho-social support via UNFPA mobile teams. The project needs communication support in order to raise awareness on specifics of its work, GBV survivors’ needs and challenges they face. UNFPA CO also requires these real life stories in order to demonstrate on specific cases the way UNFPA implements the project.

Purpose

To raise awareness about GBV issues in Ukraine and how UNFPA Ukraine prevents and addresses the needs of GBV survivors in the east of Ukraine through implementation of the humanitarian response project. To raise awareness on UNFPA humanitarian SRH deliveries to the eastern regions. 

Scope of work:

  1. To gather information from GBV survivors and UNFPA partners:
  2. To contact UFPH (Ukrainian Foundation for Public Health) and UNFPA mobile teams in order to identify key cases for production of stories;
  3. To get permission and agreement of GBV survivor to make story public (confirmed by signed consent form);
  4. To contact GBV survivors (directly or remotely) from the selection of cases in order to gather first-hand information on gender-based violence in the east of Ukraine;
  5. To contact other partners of UNFPA (remotely or directly) in order to produce stories on GBV in eastern Ukraine with their insight;
  6. Story production;
  7. To produce minimum 30 web-format stories in Ukrainian, contacting a GBV survivor remotely or in person. Web format – 3000 to 5000 characters each;
  8. To agree all texts with UNFPA Communications contact person before their publication, to insert changes if required;
  9. To produce minimum 30 Facebook format stories out of those, prepared for web site.

  2. Stories. Part one. Produce first drafts of 15 web stories and Facebook posts and send for proofreading. Stories have to be heart touching, informative and describe an overall situation with GBV in the east, as well as UNFPA input into prevention and addressing GBV, without personal details of survivors. The work will be supervised by UNFPA Communications and Advocacy Specialist. All duties should be provided in time, with no delays.  All Reports should be provided during 2 working days after request if report delivery is not specified.

Skills, experience and qualifications required

  • Background knowledge on development issues and /or areas related to the UNFPA mandate (sexual and reproductive health, population and development, gender equality) will be a strong asset.
  • Ability to work under tight deadlines.
  • Minimum two years of practical experience in journalism.
  • Experience of working at or with a well-known Ukrainian media is a strong asset
  • Excellency in oral and written English, Russian and Ukrainian (subject to testing).

Assignment Duration/Arrangements/Cost

The consultancy should begin as of the date of signing the consultancy contract and continue until 1 March 2017, unless otherwise agreed between UNFPA and the consultant in writing. Any delays or obstacles in the performance of works should be immediately communicated to UNFPA by the consultant in writing, with the description of reasons and suggested

Local and travel could be required. If travel is required and authorized by UNFPA, and a ticket is not provided by UNFPA, the individual consultant is entitled to reimbursement of ticket cost(s), upon presentation of used ticket and ticket stubs in an amount not to exceed the economy class fare or excursion fare, if applicable. The individual consultant will receive a daily subsistence allowance at United Nations authorized base rates when traveling outside Kharkiv, Ukraine. Other necessary travel related expenses approved by UNFPA may be reimbursable based on UNFPA’s current practice and authorized rates.

The payment will be done after the delivery and proofreading of all the stories in currency: Ukrainian Hryvnias. Where two currencies are involved, the rate of exchange shall be the United Nations Operational Rate of Exchange on the day UNFPA instructs that payment(s) be effected.

Additional services could be provided after UNFPA authorisation.

Other relevant information or special conditions:

Consultancy fees will be paid on monthly basis, after acceptance by UNFPA of the summary reports on the services delivered by the consultant.

Any remarks, proposals, complaints or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of submission of consultancy deliverables or reports by the consultant.

The scope of works to be performed by the consultant under these terms of reference, as well as other conditions of the consultancy, could be modified, if required, through a written agreement between the consultant and UNFPA.
