Russian military shelling across multiple Ukrainian regions killed at least 15 civilians and injured at least 46 others on January 27, according to the National Police of Ukraine. The casualties were reported in the Odesa, Donetsk, Kharkiv, Sumy, Dnipropetrovsk, Zaporizhzhia, Kherson, and Mykolaiv regions.

The victims of the Russian shelling include:

  • Three residents of Odesa;
  • A driver in the Dnipropetrovsk Oblast whose vehicle was targeted by a Russian drone on the road;
  • Five train passengers in the Kharkiv region were killed when enemy drones struck their carriage. The identity of one victim will be confirmed via DNA testing;
  • Three people in Sloviansk and one in Kramatorsk;
  • A woman in Balabyne who was killed in a Russian drone strike;
  • An elderly woman in Kherson whose body was recovered from the rubble of her home following Russian artillery shelling;
  • An elderly couple in the Sumy Oblast who were targeted by Russian drones while attempting to evacuate.

The number of fatalities from Russian strikes on January 27 marks the highest daily death toll so far this week. In addition to the deceased, numerous civilians sustained injuries across multiple regions.

At least 23 people were injured in Odesa, which the Russian military targeted with a massive overnight strike.

In the Dnipropetrovsk region, Russian forces injured seven civilians, including two residents of Kryvyi Rih who were wounded in a ballistic missile strike. Similarly, seven civilians sustained injuries in the Kharkiv region, including two passengers from a train targeted by Russian drones.

In the Donetsk region, the injured include two neighbors of the deceased victims in Sloviansk and three others in Druzhkivka — among them a nurse — as well as residents of Dobropillia and Oleksiyevo-Druzhkivka.

A Multiple Launch Rocket System (MLRS) strike in Zaporizhzhia injured three women and one man. In the surrounding region, casualties include a fellow villager of the deceased woman in Balabyne and a woman in Komyshuvakha who survived a Russian aerial bomb strike.

On January 26, Russian shelling killed one person in Ukraine; throughout nearly four years of full-scale war, the official death toll has surpassed 14,500 civilians.

Last year, the number of victims from Russian long-range weapon strikes in major cities increased nearly fourfold, and the year before that, child fatalities rose by half. Prior to this, such high numbers of children perished only during the initial months of the full-scale Russian invasion.

Meanwhile, Ukrainian President Volodymyr Zelenskyy, in his evening address, has warned that Russia has been preparing to carry out a new strike against Ukraine.

“We also know that the Russians are preparing a new strike – our intelligence indicates this. Now, the United States, Europe, and all our partners must understand how this undermines diplomatic talks. Every single Russian strike does… Everyone who truly wants peace must think about how to ensure that the Russians are preparing not for new massive attacks but for ending the war. The world has the power to make this happen,” he said.

In other news, Estonian Foreign Minister Margus Tsahkna called for accelerating work on the 20th package of EU sanctions against Russia prior to the EU Foreign Affairs Council meeting.

He noted that there are clear indicators of real problems within the Russian economy, citing stagnation, high inflation, and the depletion of the National Welfare Fund’s reserves.

He also noted that Russia’s oil and gas revenues fell by 22% last month, reaching their lowest level since the beginning of the full-scale war.
