Ukrainians keep complaining about procedural violations despite new Code of Criminal Procedure

The number of complaints about procedural violations in the criminal proceedings has not changed even after the adoption of the new Code of Criminal Procedure (CCP).

This was stated by head of the Office for compliance with procedural law at the Ukrainian Parliament Commissioner for Human Rights Olena Ostrovska, the Human Rights Information Centre correspondent reports.

In 2012, when the Code of Criminal Procedure of 1960 was in force, the Ombudperson received more than 5,000 complaints. Most of them were from people under investigation – suspects, defendants, and the convicts. However, the number and nature of complaints have not changed even after the adoption of the new Code of Criminal Procedure,” the Ombudsperson’s representative noted.

According to her, people keep complaining about the unreasonable initiating of criminal proceedings, unfounded closure, and tortures.

Nothing has changed. The laws declaring the European standards are passed. However, the violations, which had been committed up to 2012, are the same,” Olena Ostrovska said.

Earlier it was reported that the Darnytsky district police department in Kyiv refused to register in the unified register of pre-trial investigations a report of independent journalist Olena Talayeva on the crime, involving prosecutor of the Prosecutor General’s Office of Ukraine Ihor Bida.
